1.11 Since 1972, Canada has often played a key role in the development of the international environmental agenda and has endorsed a growing number of international agreements and similar instruments dealing with various environmental issues. Canada`s environmental commitments to the international community have increased and the number and complexity of our agreements has increased. 1.30 Knowing whether the environmental objectives and expected outcomes of the agreements will be achieved is a prerequisite for the effectiveness of accountability. We want to know whether the relevant federal departments know to what extent the concrete objectives of the selected international environmental agreements are being achieved. In this regard, we examined whether departments had information on environmental outcomes against the objectives that the government has committed to and whether they could demonstrate adequate security in the quality of this information. For each of the five international environmental agreements, we have opted for a central environmental objective of the agreement, which must be examined. 1.31 The scope of the review was limited to what is described in the previous paragraph. We did not examine the government`s compliance with international environmental agreements, the effectiveness of programs or ways to achieve their objectives, the pace or progress in addressing environmental issues, or the accuracy or quality of information used by departments. The context and difficulties of any agreement we have reviewed also differ, which is why we must be careful not to generalize our knowledge to all of Canada`s international environmental agreements. The IEA website is constantly being reviewed and updated. During 2017, a comprehensive review was initiated by numerous bilateral agreements and a complete update of the accession measures of all MEAs and a large number of BEAs. The current content includes more than 1,300 MEAs, more than 2,200 BEAs, 250 other environmental agreements and more than 90,000 „accession actions” (signature, ratification or entry into force; Press releases here).

A big thank you to Jorg Balsiger and Lorris Germann of the University of Geneva, who identified more than 650 BEAs and laid the groundwork for the IEADB to become a comprehensive list of bilateral and multilateral environmental agreements. Nevertheless, our review of five international environmental agreements shows that Environment Canada`s emission reduction targets for the Ozone Annex are to implement the measures to reduce emissions of nitrogen oxides (NOx) and volatile organic compounds (VOCs) established for Canada in the international agreement.
